Federal Returning Officer

The electoral area is broken down to several lower levels both spatially and organisationally. Various electoral bodies with specific functions operate at each level.

The Federal Returning Officer is an electoral body at federal level in both Bundestag and European elections as is the Federal Electoral Committee.

Other electoral bodies of Bundestag elections are Land returning officers and Land electoral committees at Land level, constituency returning officers and constituency electoral committees at constituency level, and electoral officers and electoral boards at polling district level.

Other electoral bodies of European elections are Land returning officers and Land electoral committees at Land level, district returning officers and district electoral committees at district level or town returning officers and town electoral committees in towns not attached to an administrative district, and electoral officers and electoral boards at polling district level.

The Federal Returning Officer and his or her deputy are appointed for an indefinite period of time by the Federal Ministry of the Interior and Community. Since the elections to the German Reichstag, the tasks of the Federal Returning Officer have traditionally been entrusted to the President of the Federal Statistical Office.

Since 1 January 2023, the Federal Returning Officer for the election to the German Bundestag and for the election of members of the European Parliament from the Federal Republic of Germany has been the President of the Federal Statistical Office, Dr. Ruth Brand.
